From what I was aware the people being placed on these cards had/are being I investigated already for neglect ect or those that are constantly accessing other community services like salvos ect for food vouchers ect because they some how ran out of money. In other words people who are poor budgeters. There is a family living in my mums small town who is being investigated. She is 30 and has 7 kids, but she basically lives at the pub and never seems to have money left. (a women living on a single parent pension with 7 kids-she would be getting a pretty big pay) and her older kids are always wandering the streets instead of going to school. Pretty sure its people like her that will be put on these cards.
